In the midst of a deadly Ebola outbreak, the Democratic Republic of Congo (DRC) has implemented a controversial ban on public gatherings and demonstrations in several provinces, including the capital Kinshasa. The timing of this decision is particularly noteworthy, as it coincides with a growing Ebola crisis that has already claimed the lives of 377 people and infected over 1,300 across three provinces in eastern Congo. With no approved treatment or vaccine available, the outbreak has the potential to be the worst Ebola crisis the country has faced.
One of the key concerns raised by critics is the ban's extension to provinces that have not reported any confirmed cases of Ebola. The DRC's Ministry of Interior has forbidden gatherings in Kinshasa and other provinces, such as Tshopo, Haut-Uele, and Bas-Uele, which are located far from the affected areas. This move has led to allegations that the government is using the outbreak as a pretext to limit public dissent and protest against proposed constitutional changes that would allow President Felix Tshisekedi to seek a third term in office.
Furthermore, the mayor of Goma, a city now under the control of the Rwanda-backed M23 rebel group, has also imposed a ban on public gatherings and demonstrations, including celebrations related to the ongoing World Cup. This further restricts the ability of citizens to express their views and engage in collective action.
Prince Epenge, spokesperson for the Lamuka coalition, has denounced the ban as unconstitutional and believes it is aimed at preventing a planned demonstration in Kinshasa early next month. Civil society organizations have echoed these sentiments, emphasizing the importance of freedom of speech and assembly.
In a televised address, President Tshisekedi announced a $319 million response plan to tackle the Ebola outbreak, urging citizens to follow health guidelines and refrain from spreading misinformation. However, he did not directly address the bans on gatherings and demonstrations.
The impact of these bans extends beyond the immediate concern of Ebola. The United Nations has warned that if the virus spreads to neighboring countries like Rwanda and Angola, it could have severe economic consequences for the region, potentially costing Africa up to $3.6 billion and resulting in significant job losses.
Additionally, the World Health Organization has highlighted the complicating factor of violence from rebel groups in eastern Congo, particularly the Islamic State group-backed Allied Democratic Force, which has disrupted response efforts by cutting off access to villages and forcing people to flee their homes.
As the outbreak continues to outpace response efforts, with officials struggling to identify patient zero and trace contact cases, the situation remains dire. The DRC's decision to ban public gatherings, while ostensibly aimed at containing the outbreak, has raised questions about the government's motives and the potential impact on democratic freedoms.
